Billy Preston's mother just confirmed the signing to ESPN. He didn't sign with an agent, but the plan is to enter the NBA Draft.

Kansas freshman Billy Preston has signed a professional contract with BC Ikogea of Bosnia, according to an announcement by the European team, and apparently won't play a game for the Jayhawks this season. Preston hasn't played for No. 10 Kansas this season while school officials investigated ownership of a car that he wrecked on campus in November.

Zion Williamson will make his college announcement live at 8:15 p.m. ET tonight on ESPN2 SportsCenter. He will decide between Clemson, Duke, Kansas, Kentucky, North Carolina and South Carolina.

Moving forward, a few interesting proposals will go to a vote of the Division I Council in April. Included is one that would turn the spring evaluation period in football recruiting (April 15-May 31) into a contact period, during which coaches could visit with prospects at their high schools. Another proposal would allow coaches to talk publicly (on social media and to the media) about recruits. Also, there's a proposal designed to ease the requirements for players seeking an extension of their five-year clock.

Nothing controversial on the agenda for Power 5 legislators at the NCAA convention autonomy business session this morning. Expected to pass is a rule that would require schools to provide medical care to student-athletes with athletically related injuries — for up to two years after their collegiate playing careers. Another proposal calls for a mandated, three-day break from men's basketball activities, with some conditions, for every team during the December holiday break.

More transfer talk at the NCAA convention. South Dakota State AD Justin Sell, the chair of the transfer working group, faced some hard questions at the DI issues forum about the one-time transfer exception -- which is not yet part of any proposal. NC State AD Debbie Yow suggested that tampering would be rampant if transfers were granted immediate eligibility and estimated that the number of transfers across DI would more than double. She described the scenario as "a free for all, something that we've never seen before." Sell urged patience and promised that his group would use caution as it works to devise a proposal next month.
